Devin Hartman, Policy Director, Energy and Environmental Policy; Resident Senior Fellow, R Street Institute

Devin Hartman is director of energy and environmental policy at the R Street Institute. He leads a team that brings a pragmatic and analytically sound pro-market perspective to energy and environmental policy. He rejoined R Street in 2020 after serving as the president and CEO of the Electricity Consumers Resource Council (ELCON), the national association of large industrial users of electricity. From 2019-2020, Devin represented large electricity consumers at the North American Electric Reliability Corporation.

In 2016, Devin established R Street’s electricity policy program based on principles of market competition, consumer choice, and good governance. He has previously worked for the Federal Energy Regulatory Commission, the Indiana Utility Regulatory Commission, the U.S. EPA, and various energy and environmental policy non-profit organizations.

Devin received a bachelor’s in economics and a bachelor’s in political science and environmental studies from Iowa State University. He earned his master’s in business administration and master’s in environmental science from Indiana University. Devin is an active member and past council member of his local chapter of the U.S. Association for Energy Economics. He lives in Washington, D.C. with his wife and retriever puppy.



Karen Onaran, President and CEO, Electricity Consumers Resource Council (ELCON) 

As the leader of ELCON, Karen advocates for policies that benefit large industrial and commercial consumers of electric energy before the Federal Energy Regulatory Commission (FERC), the Department of Energy (DOE), the North American Reliability Corporation (NERC), and Congress. 

Karen joined ELCON in July 2021 as vice president. Prior to joining ELCON, Karen was the director of Federal Regulatory Affairs at Edison Electric Institute (EEI) where she focused on federal electric transmission policy issues and the role of electric transmission in providing safe, reliable, cost-effective, and increasingly clean energy to consumers. 

Prior to her 10 years at EEI, Karen was a paralegal for 16 years in Washington D.C., focusing on energy project finance and federal regulatory compliance. 

Karen is a graduate of the University of Mary Washington and received her Master of Business Administration degree from Johns Hopkins University. She lives in Washington D.C. with her husband, Bryce, and beagle, Stanley.



Greg Phillips, P.E., Director of Technical Services, Planning & Economics, Lima Refinery, Cenovus Energy

Greg  serves as the director of technical services, planning and economics at Cenovus Lima Refinery. He is at the forefront of optimizing refinery operations, ensuring the highest standards of safety and reliability, and engineer leadership and development.

Greg has 30 years of experience in the oil and gas industry, and has worked for Exxon, Clark, Premcor, Valero, and Husky Energy. He holds dual master's degrees in mechanical engineering and nuclear engineering from The Ohio State University. He earned his bachelor’s degree in mechanical engineering from Ohio Northern University.

Greg was born and raised in Ohio and currently lives in the Lima area with his wife and two children.



Maureen Willis, Incoming Consumers’ Counsel, The Office of the Ohio Consumers’ Counsel

Maureen Willis has been selected as Ohio’s new Consumers' Counsel, replacing the retiring Bruce Weston. She has been the acting legal director of the Office of the Ohio Consumers’ Counsel (OCC), the independent state agency that represents millions of Ohio residential utility consumers. She will begin her tenure as Consumers’ Counsel on Oct. 1, 2023. 

Before being selected as acting legal director in April 2023, Maureen served as the agency's senior counsel. She began her career at the OCC in 1982 as a legal intern. Maureen's experience outside the OCC include time with the Washington D.C. Office of the People's Counsel, the Montgomery County Prosecutors' Office, and in former Ohio Attorney General Betty Montgomery's office.




Melissa Hulting, Supervisor of the Clean Air Strategies Section, U.S. EPA Region 5

Melissa Hulting is a member of the ENERGY STAR industrial program team and the supervisor of the Clean Air Strategies Section at US EPA Region 5 in Chicago. She and her staff work to address air toxics, indoor air quality, environmental justice, and climate change through regulatory means as well as voluntary and community-based projects. 

Before becoming a supervisor in 2020, Melissa helped lead climate change and energy efficiency efforts in Region 5, including working with industry to improve efficiency and reduce operational costs through ENERGY STAR programs for industry.
 
Melissa and her team also support implementation of EPA’s $5 billion Climate Pollution Reduction Grant program, which will fund development of state and local climate plans and projects to implement those plans. 
 
Melissa lives in suburban Chicago with her husband and sons.



Donald A. Scarsella, Enterprise Energy Leader, Owens Corning

Don is Owens Corning’s enterprise energy efficiency leader and part of the company’s sustainability team based in Granville, Ohio.  He has been with OC for 33 years and started with assignments in electrical project engineering, control systems engineering, and then project management.  

In 2006, Don became the energy program manager for the composites division. He began his current role with the corporate sustainability team in July 2021.



Anne M. Vogel, Director, Ohio EPA

In December 2022, Gov. Mike DeWine appointed Anne Vogel as the director of the Ohio Environmental Protection Agency. Prior to her appointment as agency director, Anne served as policy director for Gov. DeWine during his first term, driving implementation of the DeWine-Husted agenda, including the creation and launch of H2Ohio, the governor’s initiative that aims to improve Ohio’s water quality. She also served as infrastructure coordinator for the governor, overseeing a cross-agency team charged with securing federal grants for infrastructure improvements across the state.

Anne spent a decade at American Electric Power Company, with experience in both regulatory matters and operations. She was responsible for federal energy policy development in Washington, D.C. After law school, she started her career as a litigator at the Columbus law firm of Porter Wright and subsequently clerked for Judge Sargus with the U.S. District Court for the Southern District of Ohio.

Director Vogel volunteers for the Legal Aid Society of Columbus and is an adjunct professor at The Ohio State University. She holds a law degree from Capital University and an MBA from The Ohio State University.



Alex Winner, Process Engineer, Fairborn Cement Company

Alex is a process engineer for Fairborn Cement Company, an industry-leading supplier of cement throughout Ohio for more than 90 years.  

Alex has been a leader in energy management at the Fairborn plant, working closely with Go Sustainable Energy to identify future energy efficiency projects. He has participated in energy assessments at CEMEX and Eagle Materials cement plants.  

Alex is a graduate of the University of Dayton with a Bachelor of Science in Chemical Engineering.



John Bollinger, Environmental Engineer, SugarCreek Packing Company

John Bollinger has led his company’s journey in carbon accounting and energy efficiency. With the help of the Supplier Leadership on Climate Transition (LoCT) program and his team, John created SugarCreek’s baseline carbon emissions inventory, and will develop its supply chain emissions profile in the fall of 2023. 

John is also a leader in energy management and green energy at his company. He has worked closely with both plant personnel and executive management to explore the benefits of time-of-use electricity rates, peak shaving strategies, and renewable energy procurement. He has also helped develop potential energy-saving projects, including solar arrays, battery storage, and industrial heat pump technology. John and his team solicited Go Sustainable Energy for an energy audit at SugarCreek’s Dayton facility, where they identified more than $290,000 in potential annual savings. 

John is a graduate of The Ohio State University with a bachelor's degree in Food, Agricultural, and Biological Engineering in May 2022. He received his Engineer Intern license in December 2022.




Michael Corcoran, Global Manager, Operational Sustainability, PPG Industries

Michael has served 35 years with PPG in various roles including process engineer, process safety management, environmental compliance, and sustainability.

His current responsibilities include: 

Reducing the environmental footprint of operations to meet PPG’s 2030 sustainability goals;
Overseeing PPG’s operational sustainability data collection and reporting;
Integrating sustainability into existing operational processes;
Sharing and implementing best practices across the global manufacturing organization; and 
Managing external ratings and rankings such as CDP, MSCI, Sustainalytics, EcoVadis, ISS, etc.

Michael has a B.S. in Chemical Engineering from The Pennsylvania State University and an MBA from Duquesne University. He is based in Pittsburgh, PA.



Wyatt Elbin, Energy Engineer, Go Sustainable Energy

Wyatt works as an energy engineer at Go Sustainable Energy, where he supports energy markets and policy consulting services for clients like The Ohio Manufacturers’ Association. Wyatt brings a deep knowledge of how energy markets, regulation, and public policy can influence electricity costs for businesses. Wyatt’s passion for helping businesses and organizations manage their energy needs allows him to support some of Go Sustainable’s most innovative, strategic energy management projects for large and institutional clients. 

Wyatt has a Bachelor of Civil Engineering and a Master of Science in Renewable and Clean Energy from the University of Dayton. Prior to joining Go Sustainable, he held corporate energy management roles at Marathon Petroleum and bp, where he conducted energy purchasing, participated in regulatory processes through various industrial energy groups, and managed renewable energy assets and corporate sustainability strategies.

Wyatt resides in rural northwest Ohio. He and his family enjoy adventuring in their pop-up camper and completing homesteading projects on their land.



Michael J. Zimmer, Executive in Residence and Professional Fellow, Voinovich School of Leadership & Public Service at Ohio University

Mike has been an executive in residence at the Voinovich School since 2006 and has served in a similar capacity for OU’s Russ College of Engineering. He focuses on energy, environment, corporate sustainability, project finance, workforce development, advanced manufacturing, and economic development issues in the Appalachian region. 

Since 1977, he has provided counsel to manufacturing companies on energy and sustainability issues. 

Mike led the American Bar Association's (ABA) Renewables and Distributed Energy Committee from 2008 to 2010 and led the ABA’s Energy and Environmental Markets and Finance Committee from 2010 to 2012. An expert on energy policy, decarbonization technology, and corporate sustainability, Mike has been at the forefront of public policy changes on energy at the federal and state level.

He has served on the boards of several energy and clean technology companies and national trade groups during his private law practice career. His work focused on energy, financial, investment, and environmental issues in the manufacturing, building, industrial, and commercial sectors. He has testified before the U.S. Congress and various federal and state departments and agencies. 

He has successfully developed energy projects since 1980 in 35 states and in more than 20 countries, representing cumulative investments of more than $15 billion.

Mike retired from Thompson Hine and private law practice in 2013. He earned his education at Providence College and University of Baltimore School of Law and attended graduate and advanced courses at Brown University and the Northwestern University Kellogg School of Business.
